that an Act would be passed if necessary to investigate atrocities.
After that, the then Congress government led by Rajiv Gandhi passed the
bill of Scheduled Caste and Scheduled Tribe (Prevention of Atrocities)
Act, 1989 on September 11, 1989, from both the houses of the Parliament.
But before the implementation of this act, the General election for Lok
Sabha has started. In that election Congress did not get majority for
make government.
Than the new coalition government of National Front
and BJP implemented this rule from 30th January 1990. At that time VP
Singh was the prime minister.
This act applies to every person who
is not a member of Scheduled Castes and Scheduled Tribes and that person
harasses members of this class. This Act had 5 chapters and 23
Articles.
So, the main credit of making this SC/ST Act 1989 goes to
the Congress, while the credit for the implementation of this SC/ST Act
1989 goes to the “National Front and the BJP Government”.
Later, the
amendment was made on 23 June 2014 in this Act. In August 2018, the BJP
government of the Center made the act even more rigid. By adding
several articles to this Act, this act becomes to non-anticipatory bail
act.
